Through direct engagement with partners around the world, the Network Investments - Emerging Markets Team seeks to foster the development of open, shared transport network infrastructure to bring more people online to a faster internet. As a Program Manager focused on Network Investments initiatives, you will work closely with a broad Facebook cross-functional team to engage partners in the area of fiber backhaul infrastructure, IP transit, and submarine cables, including identifying potential bottlenecks for connectivity, devising and planning infrastructure expansion and structuring projects that support infrastructure sharing and collaboration. You will also interface with MNOs, ISPs, and wholesale bandwidth providers (both terrestrial and submarine) to help Facebook positively impact the diverse telecoms ecosystem. This position is full-time, based in London or Johannesburg, with heavy focus on emerging market infrastructure and engagement. Program Manager Responsibilities Lead infrastructure programs from development and planning through execution and operations. Support the full lifecycle of infrastructure projects from opportunity development and planning through structuring, contract development and beyond into actual deployment, infrastructure acceptance and operations. Ability to define program roadmaps, translate strategic initiatives into actual programs of deliverable work. Work with cross-functional teams (Finance, Legal, Partnerships, Regulatory and Policy) to develop project requirements, gain broad support and attain project approval. Advocate internally at Facebook and the partner community at large on how to maximize opportunities to successfully deploy new telecom infrastructure across partners. Communicate prioritization and trade-off operational decisions to the broader cross-functional team to drive consensus, and ensure that those decisions are properly implemented. Assemble presentation materials and other written documentation in support of cross-functional communications with Facebook as well as with our external partners. Stay abreast of developments in the telecom infrastructure space and share that knowledge with the wider Facebook team. Support the direction and expansion of the team, helping to scope future roles as the charter of the team grows. Minimum Qualifications 7+ years of experience in a project/program management, management consulting, operations or similar strategic space. 3+ years of experience in telecom infrastructure development or in network development for one or more key infrastructure areas: terrestrial fiber, submarine, wireless access, backhaul and core networking Experience influencing across functional boundaries and globally. Track record of operating independently, demonstrating creativity, being detail-oriented and analytical, and delivering results in a highly organized manner. Understanding of regulatory and policy implications of infrastructure sharing. Ability to understand network operator requirements and identify alternate approaches to more efficiently plan networks using multiple data sources coupled with advanced analytics. Excellent written and verbal communication skills including experience speaking to both technical and business audiences. Ability to travel up to 20% of time. International travel is required. Preferred Qualifications Real-world experience implementing infrastructure sharing models (fiberco, co-build, submarine consortiums and / or towercos) especially in emerging markets. Understanding of wholesale bandwidth products (IP transit, Ethernet, Dark Fiber) and pricing structure & levels. Experience engaging with operators (Mobile Network Operators / ISPs / Wholesalers) in emerging markets. Familiarity with wholesale infrastructure economics, operating models and scale factors.
